This letter is to inform you that the Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) final regulations were published in the Federal Register on December 9, 2008. As you know, the U.S. Department of Education (Department) issued a notice of proposed rulemaking (NPRM) announcing proposed changes in the Federal Register on March 24, 2008

The Family Educational Rights and Privacy Act (FERPA) (20 U.S.C. § 1232g; 34 CFR Part 99) is a Federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education.

It has been some time since I've searched for free course management systems and mostly I was familiar with those that have to be installed on a server (Moodle, ATutor, Sakai). I was pleasantly surprised to stumble upon a growing number of applications that are hosted online.
